Pier Two generates and maintains validator keys for each user in isolation, this comes with multiple benefits:

Your validator keys are never co-mingled with keys belonging to other users.
There is no risk of other users erroneously performing operations against your validator key pairs

You have your own pool of pre-generated validator keys. This means that regardless of other users activity, you will always have your own pool of validator keys to draw from when you request a validator.
