Generate validator consolidation transaction

Generate transaction data for performing an EIP 7251 on-chain validator consolidation.

This can be used to upgrade a single validator by specifying itself as both the source and target.

Or to combine 2 active validators into a single validator.

The consolidation transaction must be signed and submitted by the address controlling the source validator (the configured withdrawal address).
